Sen. Bye Says Higher Ed Board Chief Kennedy Should Consider Resigning, “I Don’t Know How He Survives [Scandal]”

The highly respected co-chair of the legislature’s higher education committee says Robert Kennedy, the president of the state’s Board of Regents, should consider resigning because it will be nearly impossible for him to regain the credibility of the faculty and staff needed to continue heading the newly consolidated system. Sen. Beth Bye says Kennedy’s decision—apparently in violation of state statute—to heap huge raises on his top staff while the rest of the system scrimped and saved has provoked outrage and has nearly destroyed morale on the state’s public colleges. Kennedy’s troubles increased when CTNewsJunkie.com reported his extravagant contract provisions and questionable use of his allotted “professional development” time.

“I don’t know he survives,” Bye told The Hanging Shad Wednesday night. “He has shown an incredible lack of understanding of policy…The deflated morale on the campuses is horrible. It has a ripple effect,” she said. Bye says the topic of Kennedy’s resignation will likely come up in meetings being set up for later this week. Higher education co-chairs Rep. Roberta Willis and Bye will be joined by ranking members Republicans Sen. Toni Boucher and Rep. Tim LeGeyt in meetings with Kennedy and Regents Board Chairman Lewis Robinson later this week.

The scandal, which can be filed under “Exactly How NOT to Handle a Situation,” came to light from the excellent reporting of The Mirror. It’s hard to tell exactly what various people involved were thinking. Kennedy, who apparently needs board approval to give out raises, gave Executive Vice President Mike Meotti a $49,000 a year raise and Communications Director Colleen Flanagan Johnson, who came over from the governor’s office, a $20,000 raise. Kennedy is a former University of Maine president. Meotti is considered a brilliant administrator but not necessarily a communications guy. Flanagan Johnson is a fine communicator and deals with reporters all the time. You’d think she’d have been able to see the writing on the wall and that the stuff would hit the fan when word got out.

Bye says what bothers her most is that consolidation of the system was necessary, the right thing to do and very difficult to accomplish. The savings realized were supposed to go back to improving things for the students and the campuses.
